Copthorne Road Closure

East Grinstead Town Council have been informed about major roadworks happening on Copthorne Road that will impact traffic on the A22. This work is granted by Surrey County Council and the contractor is Mua Electrical. The works can be viewed on https://one.network/?tmi=GB25674089. When asked about this work Surrey County Council answered the following frequently asked questions:

 

Will there be a fully signposted diversion route? Yes – Please see attached

 

 

Will the work be 24 hour per day or just daytime hours? – Agreed working hours are between 08:00 to 18:00 Monday to Friday and between 09:00 to 13:00 Saturday morning.

 

Will the works be cleared for the Bank Holiday weekend? – There is no agreement stated on the agreed Permit for this to happen.

 

What routes will the buses 281, 291 and 400 take? – Bus diversions routes are decided primarily between the bus company affected and our Passenger Transport Team. It may well be they do not follow the signed diversion route or in extreme services may be suspended. Our Passenger Transport team are copied into this mail so they may revert direct.

 

Will the carriageways of the A22 be affected at all? – The works are at the location identified by the light blue line on the image below

 

 

Will the traffic lights at the Star junction be rephased to reflect the amended traffic flow? – This will need to be considered dependant on the traffic flows seen and the level of built in intelligence that exists in the current signal configuration to self-adjust.

 

Is the utility company being charged a fee for the use of these carriageways? – Copthorne Road forms part of the Surrey Lane Rental Network. Works on the Lane Rental network that cause disruption to traffic flow at what are termed traffic sensitive times can incur a daily charge of up to £2,500. The actual value of the charge is calculated on completion of the works when the exact duration is known.

Please be advised that A264 Moat Road / Cranston Road / Blackwell Hollow roundabout in East Grinstead is due to be closed on Monday 27th February to Thursday 9th March 2023 for carriageway resurfacing. An alternative route for traffic will be signed on site.  Please note that these works are weather dependant and may be cancelled at short notice, but we will endeavour to inform you should there be significant changes to the programme.

This road closure is covered by the 14.1 order made on 11th January 2022.

South East Water invests further in East Grinstead

South East Water further works in East Grinstead

Following early completion of our £470,000 project to lay a new water main in Turners Hill Road and West Hill, East Grinstead, we’re now investing a further £350,000 in the area to replace 350m of aging, burst-prone main in Queen’s Road.

If you are interested in speaking to our engineers, we’re holding a public drop-in session in November where they will be on hand to answer any questions you may have (details at the end of this email).

The pipeline upgrade will take place between the junction with West Hill and Dallaway Gardens. The main will be installed in stages, with the road being returned to its original state upon completion of each stage before work progresses to the next section. This will prevent too many residential parking spaces being inaccessible at any one time.

As a safety precaution for pedestrians, motorists and our workforce, we’ll need to close Queen’s Road to undertake these works. Advanced warning signs will be in place along the road before it is closed. The diversion route, which has been agreed in conjunction with the local highways authority, will be clearly signed for the duration of the work.

Access to homes or businesses will be maintained throughout this project, although we are advising customers to park elsewhere to avoid delays.

SGN Moat Road Closure

SGN Moat Road Closure

East Grinstead Town Council have been made aware by SGN that Moat Road access from the A22 will be closed from Monday 5th September for three weeks.

This is due to complications in replacing the older metal gas pipes with new plastic gas pipes down Sandy Lane. This is classified as essential work by SGN and will ensure the community continues to receive a safe and reliable gas supply.

A signed diversion will be in place to safely guide road users around the temporary one-way system in place in Moat Road.

SGN will be working collaboratively with Virgin Media to get their work completed within this closure.

Gas Works in Felbridge

Notice from Southern Gas Networks:

We are writing to let you know about our project to upgrade our gas network in Woodcock Hill, Felbridge. We are replacing our old metal gas mains and services with new plastic pipe. This essential work will ensure your community continues to receive a safe and reliable gas supply.

In consultation with Surrey Council, our contractor, WCB Utilities, who will be completing this project on our behalf, will start work on 11 July for approximately eight weeks.

Our work will be phased as follows:

Woodcock Hill – Our engineers will be working at the junction with Heatherway to the junction with A22 from 11 July for approximately four weeks. We will need to install 3-way lights to allow traffic to safely pass our work site.

Woodcock Hill – We will be working from the junction with Woodcock Hill slip road to outside Chester Lodge from 25 July for approximately six weeks. We will need to install temporary two-way lights to allow traffic to safely pass our work site.

London Road – from 25 July for approximately six weeks, we will be working outside Chester Lodge to outside Camden House. Two-way signals will be temporarily installed to manage the traffic around our work site.

We understand that people can get frustrated by roadworks, and therefore we only use traffic management that we feel is efficient enough to complete these works safely for ourselves and the public.

We’re writing to residents and other local stakeholders to make them aware of our project and explain the details of our work. Please feel free to also share this information with anyone you think may be impacted by our project.

Planned work by Southern Water

We’re planning to lay 650 metres of new water main in Turners Hill Road, East Grinstead to cope with an increase in demand in the area as the community grows.

The new pipe will enable us to pump more water into the area, ensuring residents and businesses in East Grinstead continue to receive top quality drinking water as demand increases. If we don’t do the work, the area’s water pressure will reduce as demand for water would exceed the amount we can supply though our existing network.

We will be hosting a virtual meeting via Zoom on Tuesday 10 May at 1pm for those who would like to discuss the project in more detail with the team. Please email community@southeastwater.co.uk to register your interest in this meeting. A link to the meeting will be sent out to those who register in advance.

Work is scheduled to start on 13 June and the project is expected to take approximately 18 weeks to complete.

As a safety precaution for pedestrians, motorists and our workforce, we will need to close Turners Hill Road up until the access point to Southern Sheeting. West Hill will also be closed once work reaches this section.

We will also need to cross Brooklands roundabout. To undertake this safely, we will have three-way traffic lights on Brooklands Way, Garden Wood Road and Hurst Farm Road as well as road closures on West Hill and Turners Hill Road at the same time. We will close half of the roundabout at a time to be able to manage traffic flows.

Diversion routes have been agreed with West Sussex Highways.

Access to homes and businesses will be maintained while we carry out this work. However, we would appreciate your patience and co-operation during this important project.

Southern Gas Network planned roadworks

We are writing to let you know about our project to upgrade our gas network around Buckhurst Way, East Grinstead. We are replacing our old metal gas mains and services with new plastic pipe. This essential work will ensure your community continues to receive a safe and reliable gas supply.

In consultation with West Sussex County Council, our contractor, WCB Utilities, will start work on 11 April for approximately twenty-three weeks. The work will be completed in the phases listed below.

Lowdells Lane/Sackville Gardens/Lowdells Close

We will start work in the roads listed above on 11 April. In order to safely access our network of pipes we will need to close Lowells Lane at the junction with Sackville Gardens to outside Bevere Cottage and at the junction with Windmill lane for approximately three weeks. We will also be working in Sackville Gardens and Lowdells Close. Access will be maintained for residents and a diversion route will be in place.

Buckurst Mead

We will need to close Buckhurst Mead from 18 April for approximately three weeks. Access will be maintained for residents and a diversion route will be in place.

Sackville Gardens

From 25 April for approximately six weeks, we will need to close Sackville Gardens. Access will be maintained for residents and a diversion route will be in place.

We will need to return to Sackville Gardens and close the road from opposite property number 1 to outside property number 25 from 13 June for approximately five weeks.

Buckhurst Way

From 2 May for approximately twelve weeks, we will need to close Buckhurst Way. Access will be maintained for residents and a diversion route will be in place. We will also be working in Knole Avenue and King George Avenue; we will be asking vehicles to ‘give and take’ when passing the work site.

Dorset Avenue

Our engineers will be working in Dorset Avenue from the junction of Sackville Gardens to outside number 35. We will need to close the road from 13 June for approximately four weeks.

Buckhurst Close

From 4 July for approximately four weeks, we will be working in Buckhurst Close and asking motorists to ‘give and take’ past our work area. We will also be working in London Road at the junction with Buckhurst Way.

Lingfield Road/Highfield Road

We will be working in Lingfield Road at the junction of Highfield Road from 25 July for two weeks, temporary traffic lights will be installed to safely allow the traffic to flow past the work site. Highfield Road will be closed from 25 July for approximately four weeks. Access will be maintained for residents and a diversion route will be in place.

London Road

Multi-way traffic lights will be temporarily installed in London Road at the junction with Yew Lane from 12 September for three weeks.

We understand that people can get frustrated by roadworks, and therefore only use traffic management if it would be unsafe not to.

Road Closure Advance Notice – Remembrance Sunday 14 November 2021

3 November 2021

East Grinstead Town Council wanted to give you advance notice of a road closure for Remembrance Sunday on the 14th of November.

There is a parade this year and the closure will be from 10:15 to 12:00. During this time, traffic emerging out of Cantelupe Road may be able to turn left (towards College Lane) at the discretion of the steward on duty.

There will be no right turn in to the High St. Between 10.45-11.00 and 11.30-11.45 there will be strictly no access to the High St. Egress from Cantelupe road will only be to Christopher Road/De La Warr Road meaning that traffic will have to travel in both directions on the one-way street. Great care should of course be taken. Kings St will be closed for approximately 10 minutes between 10.40-10.50 for the parade to set off, once it has cleared King St, access northbound on London Road will once again be available. No access to London Road Southbound will be possible until the roads reopen just before 12 noon.

This is once a year, we ask that you please plan your journeys to avoid the closed roads, or even better join us in the High St for the act of remembrance of those gone before.

Virgin Media start dates

This is this weeks permits from Virgin for the laying of the super fast broadband.  There have been some changes to the schedule.  If a road appeared previously but is now not showing on this list, it will be programmed in at a later date. All enquiries please to Virgin Media.

These are the estimated start dates and are subject to the previous work ending as expected.  They may be a day or two different in reality.  We do not have end dates, all queries as to the works please direct to Virgin as per their resident letters.  We should be able to update social media and the website weekly as Virgin are able to advise.

Parking Zone Changes

Controlled Parking Zone – changes in East Grinstead from December 2020

Mid Sussex DC is contracted by West Sussex CC to manage and administer the resident visitor permits for the East Grinstead Controlled Parking Zones (CPZ). In East Grinstead there are two zones, Zone A, the central zone and zone B in proximity to the railway station.

Due to a recent surge in demand, demand for zone A permits is very close to capacity.

The total capacity in East Grinstead zone A, is 535 spaces, and approximately 516 resident and non-resident permits have been issued leaving a very limited capacity.

In East Grinstead, demand in Queens Road, De La Warr Road and Cantelupe Road exceeds supply as these areas have seen a lot of new development in recent years and are also areas with multiple household properties.

Changes from December 2020

Mid Sussex have changed the way that CPZ permits are issued in Zone A (only) from 21 December 2020:

  • Existing first and second resident permit holders will continue to be renewed.
  • No third (or further additional) permits will be issued.
  • New first permit applications will continue to be administered for residents that qualify for a permit as stated in the Management Guide. However new developments will not automatically qualify for a first permit and applications / demand will be managed on a case by case basis.
  • New second permit applications from any resident will not be guaranteed and will be managed on a road by road demand basis and may result in applications being placed on a waiting list for monthly review.
  • A cap of 12 full day permits (or equivalents) will be applied to each household for resident visitor permits.
  • Non-resident permits will only be issued to the under-utilised roads on the outlying areas of the zone, and demand will be reviewed regularly.
  • Waiting lists will now be operation and reviewed on a monthly basis.

SGN – Notification of gas network upgrade on A22 London Road, East Grinstead

We have been notified by SGN, that they are upgrading the gas network on the A22 London Road, East Grinstead. Their project involves the essential replacement of old metal gas mains with new plastic pipe.

The project is a safety-critical project to upgrade the gas network on the A22, rather than wait until the pandemic passes, to ensure the local community continues to receive a safe and reliable gas supply.

SGN has agreed with West Sussex County Council, as well as adjacent local authorities, to carry out this necessary work during the national lockdown to minimise disruption to the local community.

Please see the attached phases of the project:

Phase one – lasting approximately one week

SGN engineers will be working along the footpath on the A22 London Road from outside the Fire Station to opposite the La Farola restaurant. Traffic flow will be maintained in both directions.

Phase two – lasting approximately one week

On Monday 1 February, SGN will move into the carriageway on the A22 London Road, working outside La Farola. For everyone’s safety, SGN will close one lane of the carriageway while they carry out the work.

The bus stop outside the Fire Station will be suspended throughout.

Phase three – lasting approximately two weeks

On Monday 8 February, SGN engineers will be working in the carriageway on the A22 from outside the Fire Station to outside the entrance to Aldi. During this time, SGN will close this section of the A22. Signed diversions will be in place via the A22, A272, A3, M23 and the A264. Access will be maintained for properties and businesses between Aldi and the Lingfield Road roundabout.

To ensure local bus operators can to continue to serve the local area, SGN will implement one-way systems on Garland Road and Maypole Road. Access to Garland Road will be via A22 travelling southbound to Park Road only, with access to Maypole Road only possible via Park Road.

Parking suspensions will be in place on Garland Road and Maypole Road throughout. For further details regarding the bus route, please contact your local bus operator.

Phase four – lasting approximately two weeks

SGN’s final network upgrade will be in Moat Road, at the junction with the A22. During this time, SGN will install temporary two-way lights around our work area. These lights will be manually controlled 7am to 7pm, to assist traffic flow.

SGN’s team have permission to work extended hours, including on weekends, to complete this work as quickly as possible.

SGN are working closely with the UK Government and public health bodies to make sure they work in line with expert advice during the pandemic. They have extra safety precautions in place to protect their colleagues and the local communities from catching or spreading the virus as we carry out our safety-critical project. Little King Street Ramp

14 September 2020

I am now able to confirm that works will commence  on Monday 26th October for 5 days. The footpath link will be closed for the duration of works.  The contractor will inform frontagers in the area and a temporary closure notice will be posted on site.

The works will remove the steps down to Little King Street replacing it with a ramp from approximately half way leading down and a streetlight will be installed, this path section is currently unlit.  Please find attached the construction drawing.  I have determined that the rooting for the adjacent trees will not be affected by the works.

Temporary Road Closures – Resurfacing Works

11 September 2020

NOTICE is hereby given that not less than 7 days from the date of this notice, West Sussex County Council intends to make an Order under the Road Traffic Regulation Act 1984, the effect of which will be to temporarily close the following roads throughout their entire lengths unless otherwise stated:

EAST GRINSTEAD: Furzefield Road, Hurst Farm Road, Railway Approach, Turners Hill Road (B2110) from Brooklands Way to East Street.

These road closures are needed to allow the 2020/21 road maintenance programme to be carried out in safety. Each of the affected roads are expected to be closed for up to 2 days. Dates for works will be confirmed in advance locally nearer the time they are carried out.

The Order will come into effect on 25 September 2020 and remain in force for up to 18 months, or until the works programme is completed, whichever is earlier.

During the operative periods of this Order alternative routes for vehicles will be indicated on site. Access to properties on the affected length of road will be maintained at all times.

Proposed night works – Ship Street

The works are for the provision of a new fibre cable for a new customer connection. Work will involve accessing existing BT carriageway and footway boxes for cabling and jointing. The works will be mainly done by hand rodding with noise kept to a minimum. The vehicles onsite will be a Light cabling vehicle which may be required to undertake some of the cabling.

We have been advised by our traffic management supplier (Sunbelt Rentals) that works are required to be conducted at night to provide a safe work site for our engineers and to minimize the disruption to traffic flow.

Work is expected to take place between 20th January 2020 to 14th February 2020, between 0700hrs and 1700hrs .

 Temporary traffic management in the form of multiway lights throughout the duration to protect the public and our workforce. Access will always be provided to residents within closed areas, although there may be some delay to ensure the site is safe to pass through.

Dedication of McIndoe Statue

11.30am Sunday 15th September

A dedication service of the statue will take place on the McIndoe lawn at 11.30, to allow the presence of the public safely at the service and to observe a minutes silence, the road around the lawn will be closed between 11am and 12 noon.

Once the service is over the road will be reopened and the public are asked to ensure that they do not tarry in the roads but move to the pavements so as not to impede traffic recommencing through the town.

Following the service there will be film showings at Chequer Mead marking the 79th anniversary of the Battle of Britain. Tickets are available at the box office.

Temporary Footpath Closure – FP7EG

We have been advised (via West Sussex CC) that East Sussex County Council PROW Team have had to close a footpath that is linked to West Sussex FP7EG. This will prevent access along FP7EG into East Sussex to Shovelstrode Farm (see below map).

The initial temporary closure will be for 21 days. We will update you when we have further information from East Sussex PROW team. This was effective 18th January 2018

Lingfield Road – Carriageway Reconstruction

10 August 2018

Statement from WSCC:

We are aware of the poor condition of Lingfield Road and were due to carry out extensive maintenance work in the current financial year.

Investigatory works have shown that the road needs to be fully reconstructed, which will include recycling the existing road structure. We have been advised by our specialist recycling contractor that these works will take three weeks and, because of the heavy plant involved, the road will have to be fully closed. This is for the safety of residents and construction workers alike.

Consequently, because of the close proximity of Imberhorne School and to minimise the disruption that these works will undoubtedly cause, the most appropriate approach will be to carry them out during the school summer holidays. Due to conflicting works being carried out by Southern Gas Networks in the area, we have been unable to find a working window during the current school summer holiday. The scheme will now be scheduled to be completed during the summer of 2019.

Meanwhile, we will continue to monitor the condition of the road surface and carry out any repairs in accordance with the Council’s Safety Plus policy.

Temporary Road Closure – Middle Row

Temporary Road Closure – Cantelupe Road, East Grinstead

A264, Copthorne Way

A new road junction is being constructed on the Eastbound section of the A264, Copthorne Way. The junction provides access to a new housing development on the site of Holly Farm. The new junction will be created by widening the south side of the carriageway and adding in a turn right lane.

These works are scheduled to commence on the 14/05/2018.

The works will involve alterations to the road layout whilst we work such as reduced-width lane running and two-way temporary traffic lights as agreed by the Council.

The works are expected to last 15 weeks and will require a temporary speed limit of 30mph on the A264 Copthorne Way with working on the carriageway between the hours of 09.30 to 16.00 – There will be reduced width lane restrictions depending on what stage of the works we are completing. The first widening and final resurfacing stage will require night time working between 20.00 to 06.00 and are to be completed under two-way temporary traffic lights.

Motorist travelling during these hours are advised to allow extra time for their journey.

The flow of traffic and the work itself will be monitored by West Sussex County Council.

NOTICE is hereby given that not less than 7 days from the date of this notice, West Sussex County Council intends to make an Order under the Road Traffic Regulation Act 1984, the effect of which will be to temporarily close West Street in East Grinstead from its junction with Queensway to its junction with Pavilion Way.

The road closure is needed to allow new traffic calming features to be installed in safety.

The Order will come into effect on 8 May 2018 and remain in force until 31 May 2018.  Once made, the Order may remain in force for up to 18 months, or until the proposed works are completed, whichever is earlier.

During the operative periods of this Order alternative routes for vehicles will be indicated on site.  Access to properties on the affected length of road will be maintained at all times.

Roadworks information – M23 resurfacing April 2018

What’s happening?

I am writing to advise that on behalf of Highways England, A-one+ will be carrying out some resurfacing work Northbound on the M23 between junctions 10 (Copthorne) and 9 (Gatwick).  This is to complete the previous works that were postponed by severe weather conditions in January 2018.

Traffic management

In order to carry out these works as efficiently and as safely as possible, we will be implementing a slip road closure and lane closures on the M23 in addition to using a full road closure of the London bound carriageway on the M23, between 10pm on Friday evening to 4am on Monday morning on the dates listed below.  The Southbound carriageway is unaffected.

Unfortunately, weekend closures are unavoidable due to the nature and scale of the work involved.

Diversion routes

Clearly signed diversion routes will be in place during all closures and we will be using local routes which are suitable for all types of vehicles.

We are working closely with partner organisations to minimise disruption for residents during our works but an increase in traffic along the diversion routes is unfortunately unavoidable.

How do I get to Gatwick airport?

Northbound traffic for Gatwick airport will exit the M23 at junction 10 and take the A2011 Crawley Avenue to the A23 London Road to reach Airport Way and the North Terminal roundabout to the South Terminal.

How do I get to the M25?

Northbound traffic for the M25 will exit at junction 10 and follow the A264 through Copthorne, turning left (northbound) onto the A22 at the traffic lights at Felbridge.

Traffic will continue northbound on the A22 through New Chapel, Blindley Heath and South Godstone, reaching the M25 at the junction 6 Godstone interchange.

Are you working on the M23 Southbound?

The M23 Southbound carriageway will not be closed during these works and all Gatwick airport traffic will be able to exit at junction 9 or continue Southbound towards Brighton as usual.

Refurbishment of Fire Station Traffic Signals

I am pleased to inform you that as part of our continuing efforts to improve the highways, work is due to commence soon at London Road, East Grinstead.

What we’re doing

For this project we will be:

  • Replacing obsolete equipment and cabling to improve reliability.
  • Repairing underground ducting.
  • Relocating the traffic signals controller to enable easier maintenance.
  • Relocating Wig-Wags to improve visibility.

When this will take place

The work will start on 5th March 2018 and is expected to take 4 weeks to complete. Our hours of work will generally be between 9.30am and 4.30pm. Due to the nature of the works being delivered you may experience some disturbance and we apologise for this in advance. Before the works start, we will erect advance warning signs in the local area, letting you know any changes to the start date and marking the extent of the works.

Information for residents

We know our works can cause disruption but will do our utmost to minimise any impact.

We apologise for any inconvenience caused.

Please don’t park where you may cause an obstruction.

At times access may be limited. We will always do our best to allow access to homes and businesses.

Gas Works – London Road, East Grinstead

We’re writing to make you aware of our forthcoming upgrade of our gas network on London Road in East Grinstead. Our £74,000 project involves the essential replacement of old metal gas mains with new plastic pipe to ensure we continue to provide a safe and reliable gas supply to the local area. Our contractor Medway Civils and Utilities will undertake this work on our behalf.

So that we can minimise the impact of our essential work, we have carefully consulted and planned our works in partnership with West Sussex County Council. We will be working in London Road in two phases, starting on Monday 9 October. We will suspend our work in between these phases – from Friday 17 November to Monday 8 January – to avoid disrupting the town during the busy festive period.

We’ll be working in London Road from Station Road to St James’ Road for our first five-week phase. To ensure everyone’s safety, we need to reduce London Road to one lane around our work area in this section of the road.

We’ll restart our project on Monday 8 January. During this seven-week phase, we’ll need to temporarily London Road at its junction with Railway Approach. A signed diversion will be in place for through traffic via the A22.

We have also produced the attached leaflet to better explain our work in East Grinstead, I hope this gives a better insight into what our project involves

All businesses in the local area will remain open as usual. We do have a compensation scheme in place for local businesses which suffer a genuine loss of trade because of our work. Packs are available from our website, sgn.co.uk, via the Publications section.

I understand that roadworks can be frustrating. However, the new plastic pipe has a minimum lifespan of 80 years. This means that when the work is complete, East Grinstead residents will continue to enjoy the benefits of a safe and reliable gas supply for years to come.

Worth Way closure for resurfacing

Resurfacing and drainage works will be starting at the end of July 2017 between Cob Close and Gullage. Sections of the path will be closed for health and safety reasons whilst these works are carried out.

The paths around Crawley Down Pond will also be improved. Work will commence in the week beginning 24 July 2017 and will last for approximately four weeks dependant on weather.

Refurbishment of Pedestrian Crossing

We are pleased to inform you that as part of our continuing efforts to improve the highways, work is due to commence soon at London Road, East Grinstead.

What we’re doing

This project will include:

  • Refurbishment of the existing Pelican crossing to a new style Puffin pedestrian crossing. All new equipment will be installed on site.
  • Inclusion of pedestrian beepers and rotating tactile devices to aid those with visual impairments to cross safely.
  • Alteration of dropped kerbing to improve drainage. With the pedestrian tactile paving being replaced.
  • A temporary pedestrian crossing facility is currently on site and will remain on site for the duration of the refurbishment.

When this will take place

The work will start on 22 May 2017 and is expected to take 2 weeks to complete. Our hours of work will generally be between 9am and 5pm.

1. Why does this work have to take place?

The refurbishment was initiated as a result of the annual inspection. During the inspection the engineer identified a critical safety issue with one of the poles on site. Due to this reason the site was decommissioned, with a temporary pedestrian crossing installed on site.

2. What work has to be done?

The existing pedestrian crossing will be replaced by a new style Puffin crossing. This will involve a temporary narrowing of the carriageway and a temporary pedestrian crossing facility will be in place.

3. What will the benefits be once it is finished?

A puffin crossing with be installed utilising the latest technology. Above ground detectors will be installed to improve pedestrian safety, LED lamps to improve visibility for motorist and improved kerbing and tactile paving to improve drainage.

4. Will any road have to be closed during the works?

No.

5. When will the work start?

The works are due to begin w/c 22 May 2017.

6. When will the work finish?

It is expected to be completed by 5 June 2017 but this can be dependent on weather conditions and other external factors.

7. Can works be carried out at evenings or overnight?

No this scheme will operate during normal working hours.

8. How much will it cost?

The estimated cost for this scheme is £30,000

9.  What disruption can motorists or bus passengers expect?

Motorists may be subject to additional delays due to traffic management.

10.  Are there any other considerations people need to be aware of?

Pedestrians maybe diverted off the footpath, however safe walkways will be provided. Temporary pedestrian crossing will also be in use.

College Lane Bridge – Parapet Upgrade Works – revised start date

Further to my previous email regarding the parapet works at the bridge in College Lane, I wish to inform you that the revised start date will be Tuesday 29th March.

The works will last for approximately four weeks and traffic lights will be provided to control vehicles onto a single lane across the bridge. There will also be four night time closures of both the bridge and the road below to allow certain activities to be carried out safely. The evenings of these closures are currently programmed to be the 29th March and the 12th, 13th and 26th April, however, these times are subject to change depending on how the works progress.

The contractor is proposing to extend the normal daytime shifts in order to expedite the works, therefore, although all of the noisy activities (such as drilling etc.) will be carried out in the daytime, an occasional small level of noise disruption may be experienced at night.

College Lane Bridge – Parapet Upgrade Works – notification of delayed works commencement

Due to issues with the specialist materials manufacture and supply West Sussex County Council have had to delay the College Lane bridge parapet upgrade works which were originally programmed to start on Monday.

Balfour Beatty Living Places are currently liaising with their Streetworks coordination team and a revised commencement date will be advised once it has been confirmed.

A22 roadworks update – January closure at Godstone

Travelling out of East Grinstead on the A22? Then please be aware of the following.

Both sides of the A22 at the Godstone by pass (Junction 6 of the M25) are now open, but there is a 30 mph speed limit in place on the southbound side.

From Monday 4 January there will be a 24/7 southbound closure for at least four weeks, to allow the remaining reconstruction and improvement works to be completed. The northbound carriageway will be open during this period. Surrey Highways would like to thank everyone for their patience while these works are taking place.

Christmas and New Year Railway Update

6 November 2015

During the Christmas and New Year period, scheduled rail improvements are due to take place affecting many services to and from Gatwick. Network Rail is undertaking a major renewal of a junction just north of Purley station that will affect services into Gatwick. The works will commence at 2200hrs on 24th December and run through until 0400 hrs on 4th January. The following services will be affected:

  • No Gatwick Express service
  • No trains between South Croydon and Redhill – train diversions and rail replacements will be in place.
  • The Thameslink service will be terminating at East Croydon
  • Southern service will be running to East Croydon / East Grinstead with connecting rail replacement buses or alternative rail services from London Victoria to Gatwick via Horsham.

Night time bridge inspections, traffic diversions

20 October 2015

West Sussex County Council will be inspecting three bridges in East Grinstead at night.

The routine inspections will make sure all three structures are safe, and identify any defects to repair.

The bridges being inspected are:

  • College Lane
  • London Road
  • London Road footbridge

Work starts on Monday, October 19 and is scheduled for seven nights. Working hours are between 8pm and 6am.

The A22 Beeching Way, which runs underneath, will be closed overnight during this time.

The closure will be in place between Lewes Road roundabout and London Road (where the A22 forks into two).

The work is scheduled at night to prevent tailbacks during the day.

All three bridges will stay open throughout the work.

Traffic will be diverted along:

Lewes Road (B2110);
College Lane (B2110);
A264;
A22;
London Road; and
High Street.

The closure will not affect the traffic diversion already in place for the East Grinstead bus station improvements.

Temporary Road Closure – Station Road

NOTICE is hereby given that not less than 7 days from the date of this notice, West Sussex County Council intends to make an Order under the Road Traffic Regulation Act 1984, the effect of which will be to temporarily close Station Road in East Grinstead, from its junction with the Station Road/Railway Approach Roundabout, northwards to its junction with Beeching Way.

The road closure is needed to allow a new bus interchange to be constructed in the slip road outside East Grinstead Railway Station.

The Order is expected to come into effect on 14 September 2015 and remain in force until 6 November 2015.  Once made, the Order may remain in force for up to 18 months, or until the proposed works are completed, whichever is earlier.

During the operative periods of this Order, alternative routes for vehicles will be clearly indicated on site.  Access to properties on the affected length of road will be maintained at all times.

Worth Way closure for resurfacing works

16 July 2015

Update from WSCC:

I am writing to let you know that the resurfacing works on Worth Way that were postponed earlier this year have now been rescheduled, with some changes. The works are scheduled to take place in September and October this year, they will take between 6 – 8 weeks, I will have more precise dates nearer the time. The works will mean that Worth Way will be closed to the public between Gullege and East Grinstead for the duration of the contract. This is essential for health and safety as heavy plant will be tracking up and down the route, it is also necessary so that the newly laid surface material has a chance to bed in before being walked and ridden on. I will publicise an alternative route on the public Bridleway through Imberhorne Farm which should minimise inconvenience for commuters in particular. The remainder of the route between Gullege and Crawley Down will be closed between 9.30am and 3pm as there will be lorries delivering stone during these times and the public will need to be excluded for obvious reasons.

Just a reminder that these works are being funded by s106 money not via the County Councils operational budget. The work will restore the path to the same spec as when it was last surfaced. Redefining the camber which will improve drainage and redressing surface with limestone dust to give a smooth surface to walk and ride on. This popular section of Worth Way has over 90,000 visitors a year and the existing surface has become worn and uneven making it unpleasant to use particularly for the elderly, cyclists and those in wheelchairs and mobility vehicles.

Summary of Traffic Management for SEW Major Works in East Grinstead

15 July 2015

The following detail on disruption mitigation measures has been supplied by WSCC:

  1. The Imberhorne Lane works start Monday 13th July, firstly with temporary traffic signals.
  1. The closures on Imberhorne Lane start on 23rd July and are currently scheduled to last until 17th
  1. Works start on London Road east of the signal junction with Imberhorne Lane on 17th August and last until 4th These will be under temporary 3-way signals at the Imberhorne lane junction. These temporary signals cannot be linked technically with the permanent signals at Felbridge. So the same issues may well arise as with the SGN works, although the peak demand will be smoothed out because there will be less school run traffic but possibly increased holiday traffic instead.
  1. The diversion route for Imberhorne Lane relies upon Turners Hill, but this uses B-class roads and should cope with the size of traffic although volume may be a slight restriction. Imberhorne Lane has a couple of pinch points over bridges but should adequately be able to serve the business estates.
  1. Other measures worked up with SCC are some additional static warning signs placed in a wider cordon, on their network as well; SCC will use their static VMS signs (again in a much wider cordon) to deter motorists from outside our two counties; similarly we have engaged the RCC at Godstone with a request to utilise the VMS on the M25 when not being used for other incident information.

  • Signals at A22/A264 Felbridge (managed by SCC)
    These signals operate using optimisation software. Engineers will try operating short pulses of traffic through the junction by taking the operation outside the software to try and mitigate the effects of the temporary 3-way signals at Imberhorne Lane. Operation will be monitored on day 1 of the works and if this does not assist traffic flow through the junction, the operating software will be reintroduced.
  • Additional advance signage in Surrey

South East Water have been asked to provide additional signage at points further out into Surrey, see below, to allow traffic from outside the area to take alternative routes:
a. A22 before j/w Ray Lane, Lingfield (southbound)
b. A22 before j/w B2028, Newchapel (southbound)
c. B2037 before j/w B2028 (Eastbound before rbt. at Effingham Park Golf Club)

  • Works moratorium
    SCC will maintain a moratorium on all planned works on those roads which motorists may use to circumnavigate the section of A22 affected by the works.
  • Highways England support

Both SCC and WSCC are working with Highways England to use the M25 VMS units to alert southbound drivers of the potential for delays. This will be dependent upon them not requiring them for incident messaging on their own network.

  • Other options
    Consideration was given to easing flow through the Felbridge junction by closing the A264 at the junction and using diversion routes north and south of the A264.

This was discounted because the A264 is a heavily used route and to positively drive this traffic into less suitable roads was not considered viable. Turners Hill in particular experiences increased traffic volumes anyway with current traffic management measures notwithstanding all southbound traffic being routed in this direction.

Consideration was given to introducing a full closure of Imberhorne Lane whilst the works on the A22 were in progress. This could remove totally the 3-way signals at Imberhorne Lane so the only restriction to traffic on the A22 would be the 2-way signals protecting the works themselves. This was discounted as experience indicates that traffic, especially HGVs bound for the industrial estate, would cut through the residential areas off London Road and into Heathcote Drive and beyond. This was therefore considered unacceptable.

Temporary Road Closure – Imberhorne Lane

NOTICE is hereby given that on 16 July 2015 West Sussex County Council made an Order under the Road Traffic Regulation Act 1984, the effect of which will be to temporarily close the northbound carriageway of Imberhorne Lane in East Grinstead, from its junction with Hills Road, northwards to its junction with London Road.

The restriction is needed to allow the installation of new water mains to be carried out in safety.

The Order is expected to come into effect on 23 July 2015 and remain in force until 4 September 2015. Once made, the Order may remain in force for up to 18 months, or until the proposed works are completed, whichever is earlier.

During the operative periods of this Order, alternative routes for vehicles will be clearly indicated on site. Access to properties on the affected length of road will be maintained at all times.

M23/A23 Road Closures and Speed Restrictions

All change for Christmas rail services

12 November 2013

THREE ‘significant’ upgrades scheduled to take place on the main railway line from East Grinstead into Victoria over the Christmas and New Year will mean changes to the usual timetable.

The infrastructure inprovements include:

  • a new platform and associated track and signalling work at Gatwick Airport which will provide greater flexibility for train services calling at the station from February 2014
  • a major junction replacement between Redhill and Purley which will remove the need for speed restrictions and increase the railway’s reliability
  • the completion of work to new signalling between London Victoria and Battersea

During the period that the work is being carried out Southern will run a revised service, and Gatwick Express services will not run from 25 Dec to 1 Jan. More information on these service revisions can be seen at www.southernrailway.com/christmas and www.gatwickexpress.com/christmas.

One option for passengers will be to travel to and from London via East Grinstead on a direct train.

Frequent rail replacement buses will run between East Grinstead station and Gatwick Airport or Three Bridges, with trains to/from stations further south. East Grinstead station will therefore be a hub for passengers changing at the station for their onward travel.

West Sussex County have advised us that planned surface improvements to Forest Way in East Grinstead are to be carried out by contractors in the Spring, which will involve the route being closed from Herontye Drive to the A22. The surface on this very well used section of path has deteriorated over the years, leaving it very bumpy particularly for cyclists, pushchairs and mobility vehicles. The improvements will re-profile the path to improve drainage and re-top with compacted limestone dust for a smoother surface. There are no specific dates as yet but it is hoped this will be complete by Easter.

Temporary Road Closure – Sandhawes Hill, East Grinstead

We are advised that UK Power Networks have closed Sandhawes Hill under an emergency notice to repair a fault. AS this was not planned works we have been unable to give notice and our thanks to the public who alerted us to the closure. We are told that it will be closed until 5 February unless UKPN need to extend for significant reasons.

Resurfacing of King Street Car Park, East Grinstead

King Street car park will be closed with effect 13 February for a period of up to 4 days to carry out essential resurfacing and relining of the whole car park.

The contractors have been delayed and so the resurfacing work and closure of the car park has now been moved to the following week starting Tuesday 19 to Friday 22 Februrary.

West Sussex County Council proposes to make a new permanent Traffic Regulation Order that will introduce double yellow lines on lengths of Charlwoods Road and various adjoining roads in East Grinstead to prevent parked cars obstructing the flow of traffic, particularly for large commercial vehicles trying to access business premises in the area.

Temporary Road Closure – Dunnings Road

West Sussex County Council will shortly make a temporary Traffic Regulation Order that will close Dunnings Road in East Grinstead from its junction with Hurst Farm Road to its junction with Ship Street.

The Order is needed to allow gas mains to be replaced and it will be in force from 26 November 2012 until 20 December 2012.  While the Order is in place access to properties on the affected length or road will be maintained at all times and alternative routes for vehicles will be signed on site.

The road works will take place during normal working hours, however should the project slip the WSCC have agreed to reconsider whether weekend working will be appropriate to ensure that this inconvenience to motorists is reduced as much as possible.

Southern Gas Networks will be laying a new gas main pipe on MSDC owned amenity land at Holtye Road (opposite Mount Noddy Cemetery).

SGN have today advised us that they will be commencing the works on the 8th Oct The work will involve two excavations in the highway and then a new main linking these two excavations will be laid in the grass area.

The highway excavations will not require any traffic management however there is one unknown connection that needs to be planned; if this required traffic management we will be informed.

We are working on a project at many of our rail stations to upgrade our existing car parks to help meet the growing demand in passenger numbers on the railway. We are planning to improve the car park at East Grinstead station by increasing the number of spaces by around 110.

We plan to do this by installing a single deck on part of the main car park. This deck will be prefabricated off-site with the actual construction on-site kept to a minimum, reducing potential noise and/or disruption.

We have undertaken traffic and footfall surveys to understand how car park users are accessing our stations. We hope that these changes to the car park at East Grinstead will help encourage station users to park in the car park rather than in the surrounding area.

If you would like to see the plans and discuss the project in more detail with our project managers, please drop by at our ‘Meet the Project Managers’ session in East Grinstead main station car park on Thursday 20 September anytime between 1630 and 2000.

WSCC are to resurface Felbridge Close on Tuesday 14th August. This road was supposed to be part of the micro-surfacing programme and was going to go ahead later in the month, but during planing and prep work it became apparent that there is damage to the structure of the carriageway which makes it unsuitable for micro-surfacing. It will therefore be resurfaced.

WSCC have advised that they have mail dropped all residents and the dentist surgery to limit the inconvenience while the work is carried out.

Average Speed Cameras protecting A23 roadworks

With work on a major road upgrade on the A23 underway, drivers are being reminded about the importance of sticking to the 40mph speed limit through the roadworks.

Average speed cameras are in place between Handcross and Warninglid to enforce the speed limit, the first time such cameras have been used in Sussex. The cameras, which are installed and operated by Sussex Safer Roads Partnership (SSRP), will help to keep the road operating safely while narrow lanes and a changing road layout are in place throughout the two year project.

The Highways Agency is widening the A23 from two lanes to three in each direction to make journeys quicker and more reliable, and improving access to Gatwick airport from the south. It will also improve safety by straightening out the road, improving visibility and removing direct unsafe turnings on to and off the A23.

Andy Reohorn, Camera Team Operational Supervisor at the SSRP, said:

“Average speed cameras offer a much more effective method of managing safe speeds along a section of road than could be achieved with either mobile or fixed speed camera enforcement. Initial indications from the A23 Average Speed Camera system show that the vast majority of motorists are complying with the 40mph speed limit, which is good news.

“However, with 65,000 vehicles using this section of the A23 every day, even 1% non-compliance means that around 650 drivers a day are putting themselves and others in danger, as well as running the risk of prosecution.”

Average Speed Cameras use Automatic Number Plate Recognition software to record a vehicle’s details as they enter and exit the protect zone. The time taken to travel through the zone can then be used to calculate the average speed for the vehicle. Processing of any offences detected by the system will take place in exactly the same way as for other types of enforcement, with Speed Awareness Courses offered where appropriate.

The system – known as SPECS3 and developed by a company called Vysionics – has been being tested and calibrated since installation at the end of June. Although no offences have been processed while the installation period has taken place, the system has been registering when vehicles exceed the 40mph speed limit.

Chris Bacon, the Highways Agency project manager in charge of the improvement project, agreed with the safety benefits of the cameras, and added that it is vitally important that motorists drive with extra care through roadworks.

Chris Bacon said:

“Road workers work in a dangerous environment, only feet away from moving traffic, and deserve respect and consideration from drivers. Driving through a mile of road works at 40mph takes less than 40 seconds longer than it does at 70mph but that difference can save lives.

“For us, the best speed camera is the one that takes no fines at all, but encourages drivers to stick to the limit. Here on the A23, they are playing a vital role in allowing us to keep two narrow lanes of traffic safely open in each direction at virtually all times, and therefore keeping any congestion during the work to an absolute minimum.”

Temporary Road Closure – Turners Hill Rd Worth

Turners Hill Road, Worth, at the bend and road outside High Cottage and Keeper’s Cottage is temporarily prohibited from Monday 22 October 2012 – Friday 26 October 2012.

This closure is necessary to allow for the removal and relaying of high friction surfacing as part of a Local Safety Scheme. The works are for West Sussex County Council and to be implemented by Balfour Beatty.

Notification from West Sussex County Council below:

You may be aware that as part of our Safer Routes to School (SRTS) programme, we have been supporting Worth Abbey in its aspiration to reduce the existing speed limit along Paddockhurst Road together with assisting with the implementation of measures to improve pedestrian access.

I am pleased to be able to report that a Traffic Regulation Order (TRO) has be progressed and we are currently proposing to bring the Order into operation on 15th August 2012.

This will coincide with the delivery of pedestrian access measures which are being undertaken by the Abbey under licence from the County Council.

Traffic management will be necessary as part of this important improvement but will be designed to minimise any unnecessary delay to road users.

The project team are aware that there are simultaneous managed works being undertaken by Southern Gas Networks on the A22 and there is a possibility of some additional congestion for the duration of these works.  However, it is important that these improvements are completed before the new school term in September.

Weather Conditions and Highway Works

The ongoing poor weather conditions continue to cause problems with Highways Works as well as causing flooding problems.

The main issue for general works is the constant disruption and delay and reprogramming of work, which is hampered by restrictions on road space caused by the Olympics and competing priorities of statutory undertakers works

The wet and humid conditions are causing rapid vegetation growth of trees, hedges and grass which creates a number of problems in itself with visibility particularly but also obstruction of footways and twittens etc

We cut urban grass 7 times per year, this is above the minimum recommended of 5 cuts which is the standard in East Sussex. May be more noticeable this year because 2 years ago we were cutting 11 times but reduced to 7, last year was dry so growth was slow.

The majority of locations around the County have had 3 cuts and are approaching their 4th . Cuts are scheduled at approx 5 week intervals. The weather is causing delays and the programme is constantly being amended, the gangs are working additional hours as well as undertaking additional cuts in some areas for the Olympic Torch Run and Flower in Bloom competitions. If weather continues as is we might have to consider funding extra cuts.

The conditions have resulted in a poor quality of cut. Contractors are supposed to clear channels after cut with blowers, unfortunately they are struggling in the wet conditions but we are pressing them to do and they are responding accordingly.

Rural Grass is cut 3 times per year, – 2 x 1m swathes and an overall cut at the end of the summer. 2nd cut has already started because of the growth which is a few weeks early. We are monitoring conditions and will probably have to undertake more visibility cuts if conditions persist.

The extreme wet weather is testing the drainage system to the full, not surprisingly this is highlighting many problems around the county, we recorded nearly 400 problems following the 10/11th June event alone. We will respond to all of these but as a consequence we are having to investigate the more significant of these under our new responsibilities under the Flood & Water Management Act – please see attached for greater explanation, which you will appreciate takes up even more resource. A consequence of this is that we are forging better relationships with both the Environment Agency and the Water Authorities and it will force the issue on a number of inherent problems including the Riperian ownership and management of ditches. We are also talking to the National Flood Forum with a view to them coming in to help set up Community Groups and Community Action plans in the worst effected areas. You will recall that as part of the Kickstart programme a Community Flood Fund was set up, at the beginning of May we wrote to Parish Councils asking for bids but focusing particularly on ditch systems. We are getting some responses but not as many as we expected by this point especially taking account of the weather.

The Met Office have again issued an amber warning for the next 3 days warning of heavy rain and the risk of flooding because the ground is now saturated in the majority of locations. Teams from all services are preparing to deal with the issues as they arise

As ever constant rain will lead to potholes and we already have additional gangs operating dealing with these. Some rural lanes are starting to become a concern where poor or total lack of drainage is causing them to break up altogether, particularly those that may only serve a handful of properties. The immediate solution for some of these will be to close except for access until such time as they dry up and emergency repairs can be undertaken

I appreciate that many people will get frustrated when we are not be able to respond as quickly as we would like but we are trying as best we can to deal with these ongoing pressures
